Grants for Country Programs
The USAID NTD Control Program provides grants to non-governmental organizations in support of a country’s national integrated NTD control programs. During Year One grants were issued for preventive chemotherapy campaigns in Burkina Faso, Ghana, Mali, Niger, and Uganda. In Year Two, Haiti, South Sudan and Sierra Leone were awarded grants and began working with RTI, and in Year Three, Nepal and Bangladesh received new funding. Additional grants are awarded through a competitive application process.
Grant Process
The Program utilizes a transparent and competitive grant selection process for new grants. As additional funding becomes available under the NTD program, additional Requests for Application (RFAs) or Annual Program Statements (APS's) are expected to be announced. It is the intent of the NTD program to issue grants for coverage of 15 different countries worldwide over the life of the program.
The grant process is as follows:
1. An RFA or APS is issued outlining the criteria for new grant applications; a template for the budget, evaluation criteria is provided, and any other information required from potential grantees is provided.
2. Each interested grantee is required to submit an application by the deadline established in the RFA or APS.
3. A Grant Selection Committee, which will include representatives from RTI and USAID as well as other technical experts, is established to review the applications. Evaluation of the application submissions is based on the criteria specified in the RFA or APS.
4. The Grant Selection Committee develops a short-list from the organizations which submitted applications. Short-listed organizations are then notified and invited to submit responses to technical questions presented by the Grant Selection Committee members.
5. A second Grant Selection Committee is convened to review the responses from the short-listed organizations according to criteria specified in the RFA or APS.
6. Applicants with the highest scores are notified and negotiations are conducted to determine if a grant agreement can be concluded
7. Grants are issued if the parties can come to an agreement on the terms and conditions of an award.
